Halley, Charles

Charles Halley is a French engineer who, in the '30s AD, suggested an ingenious aerial propulsion mode, surprisingly similar to a concept by Axel Wappendorf. Modern experts in our world believe that the idea is a valid one, provided that the deflecting sail can be made sufficiently strong.
